What are they for? I realise it's rehab, by the youtube vid title, but rehab of what in relation to the knees?

To strengthen your VMO (teardrop muscle) on your quads (what the leg extension's "suppose" to do). I wouldn't call it exclusively a rehab exercise, if the leg extension machine was banned and this took it's place, people would have better knees.
