Some can build muscle on a deficit. You'll only know by trying. It's far easier if you're still running on beginner gains.

Just eat and build whan you start, its lots easier to strip the fat than to build the muscle...

When should you actually cut? Any specific measurements you should have so you don't look real skinny when youe done lol

Yes it is.

I respect that many just want a good six pack and don't want to be a bodybuilder, but if the goal is maximum muscle, undereating is a fast path to limited gains.

Cutting is goal dependent. If you just want a decent amount of muscle then after a couple years you could start cutting.

A LBM of 225lbs seems a bit high?

BTB, do you think I should cut with 15.5inch arms, 26inch legs, 42.5-43inch chest?

I "think" I'm around and maybe over the 20%BF range, I need to find the calipers to give a straight answer on that one.
