It's starting to be used in sports training. In 100m track training for example, sprinters would do heavy squats before attempting a 100m PR.
That's how I read it too.
I don't know if this counts as PAP, but a lot of lifters are familiar with the enhanced performance on their back-off sets. Quite often, I've hit rep PBs after I've done a very heavy single, especially on deadlifts
