Equipped lifters use them from time to time. Its a good movement to build tri movment, and bar path is similar to that of a bench shirt

I personally don't use decline bench press. I've used them in the past, however.
I am of the opinion that they are of little to no benefit. Shorter range of motion, and increased risk of injury.
I don't consider myself a powerlifter or bodybuilder, just a weight lifter. And I think bodybuilder's use this lift with lower chest focus in mind. However, I think even for bodybuilders it is somewhat useless. Dips are more effective and flat bench done correctly does more than info work on the "lower chest".
