Bench without a doubt.

for me personally my overhead #'s increase without doing them by pushing hard on the bench. for a while i tried to focus on overhead first and my #'s went nowhere on either lift.

Bench is more a "must do" for me, but I really like OHP because it (was) my signature lift.

Not to sound like a chest-beater, but I do love to OHP other people's bench maxes. It excites me.

Any particular reason in focusing on one over the other (beyond chest emphasis)?

if my shoulders are fried my chest workout suffers but if my chest is fried i can still concentrate on shoulder pressing without fatigue.
