I guess I'm in the minority as far as Shrugs. In my experience I have found them to be effective. And I have found them to be effective with out deadlift heavy loads. Obviously other big and strong guys have not found the same to be true.

I'm with you on this one, just like with calves alot of reps and volume have proved to be most effective for me!

Other than shrugs, I would say heavy deadlift singles and overhead presses offer the most benefit.

yup just do what works for you..me doing heavy weight on shrugs doesnt do anything for me, but higher reps with a moderate rep does wonders.
also, when i do hang cleans and power cleans, they definitely grow.

I includ traps and neck with upper back work. Trap work is very important.
