In my opinion, USAPL & APF, along with RAW & the IPA are the best federations.

I have lifted in NASA, IBP, APF, and the SPF over the last 10 years. All were pretty much on par, the SPF had the best equipment at the meet.

I have lifted in SLP, UPA, WABDL, APC, APF/AAPF, USPA, & USAPL. In my opinion, the meet director makes or breaks a meet, not the fed rules. Most rules are basically the same with a few minor differences. I lift/compete for the fun of it. If I think I'll enjoy it, I'll lift with any fed.
