I was thinking along the lines of something like this back and shoulders off biceps/arms off off triceps/arms off |

Your arm is only going to grow in proportion to the rest of your body. If you want your arms to be really big, then you are going to have to make your whole body really big. To get the whole body to be really big you'll have to work particularly on the largest muscles in the legs, hips, and back.
