Think of it like walking. At first it's a new skill and you struggle to get it figured out. The more you prctice it, the better you get at it. Pretty soon it's second-nature and you can do it without having to think about it.
Once your neural adaptation is complete, other pathways have to be used in order for you to walk longer distances, walk at faster paces, and walk under loads.

also to add to what Off-Road stated
The CNS (brain and spinal) are pretty much the limiting factor when you take into account the neurological connection to the muscle fibers. Let's say for example you want to lift 400lbs., the CNS must know when/how much of the muscle fibers to engage. By priming the CNS (i.e. Partials, Static holds) you are allowing the CNS to process the loads thereby recruiting more muscle fibers to engage. By doing this you are allowing your CNS to adapt and learn when/how to engage because of the neurological connection you have established.
