Arnold used gear before the Substance Control Act took place mid 1980's around the Olympic controversy, prior to that the substances weren't thought of as cheating, they were rarely even acknowledged.
Once he became aware of the dangers of them and was clearly not using as he dropped size dramatically for his acting career he decided to take a stand against them and shouldn't be thought of as a hypocrite because of it.
I'm no fool, I know the game, I know the gear, but in my eyes Arnold knows what's up. He's driven. He's focused. He is successful, in anything he puts his mind to.
A lot to be said about that.
