Could mean several things I guess. Possibly staggering load would be my first guess. Where did you hear this from?

Staggared sets:

What is the staggered sets principle?

This is when a person integrates extra training of his weak body part
within his regular workout. For example an individual who is working
his chest but wants to also blast his calves would perform one calf
set for each two or three chest sets he does.



Staggered Sets Principle Workout



Basically placing a set specifically for another body part between every exercise you do throughout the entire workout, with the other exercises relating to any body part the workout suggests.

Exercise 1
Biceps curl
Exercise 2
Biceps curl
Exercise 3
Biceps curl...
etc


But, an advanced technique, for lagging body parts.
