pretty common lol varying intensity basically the body will breakdown if you go 100 percent all the time, you start at lower intensity and build to a new maximum over a period of several weeks and then repeat

hahah ive never seen a bodybuilder do anything like that. can you imagine Jay Cutler on a Bike, let alone "intensity cycling?" be like a bear on a mini bicycle at the circus.

Intensity cycling is starting your lifting at a lower "intensity or poundage" and building up over a period of time. At some point things get too intense to recover from and you need to lower the intensity again. There are many ways to cycle intensity, some are slow, some are fast, and some are auto-regulated. Without intensity cycling we'd just keep getting stronger in a linear fashion and that's just not possible.
