The decision was made under consideration of a regulation put in place by the the Division of Child Development and Early Education at the Department of Health and Human Services, which requires all lunches served in pre-kindergarten programs to meet USDA guidelines.

When home-packed lunches do not include all of the required items, child care providers must supplement them with the missing ones,” the Journal reports.

The student’s mother told the Journal she received a note from the school about the incident and was charged $1.25 for the cafeteria tray, from which her daughter only ate three chicken nuggets.

IMO:

Then they should provide parents with these USDA guidelines otherwise parents can't even second guess them and will get charged for no reason.

And what elements of the supposed "required items" was that meal lacking in? When we were kids, that was the standard set-up; sandwich, fruit, drink, and another snack (usually a very small chocolate bar).

The really astounding part is that she was provided with the tray BUT she didn't have to eat it which means it's just a cop-out for the school staff and the education department etc in general; if they state a person's meal does not meet requirements and then provide a meal that does, but the meal does not get eaten, then the requirements have still not been met.
