1) MySQL. A new DB can easily be set up via the backdoor to the site, and tweaked via MyPHP. (I think it's called that - I know it's easy and I do minor things myself)

2) A single page unless multiple is easier. Whatever is easiest for the programmer. I know this could get pretty complicated quickly. I would rather keep it simple.

3) Most likely a tool page. I would create a sub-forum for it, but the link to that "forum" would re-direct to the tool page for this.

I have a guy from Russia that handles my tech. If we can't find anyone here to do it I could have him do it for a reasonable cost.

Cool. It doesn't sound too bad. Databases are my thing, but I haven't done much PHP. I'm downloading and installing MySQL, PHP, and Apache to a test machine right now and will check out how much effort this would be for me. For someone who has done this sort of thing before, it shouldn't take more than a couple hours.
