My only comment is that if I were a promoter, I would fear lawsuit if I didn't allow her to compete.
I don't know what rules competitions have about gender.

The thing is, his/her muscles do not have that characteristic female muscle look; he/she still looks like a man or a female doing steroids/hormones. That immediately puts all the females on an uneven playing field.
