That's really messed up. And that's from the perspective of someone who is very open minded about concepts of gender. How many of us knew exactly who or what we wanted to be when we were kids? All of us, but most of us weren't even close to knowing the people we would become.

IMO, trans gender does not exist. People who claim to be so, should be locked away.
No human law should over write a natural law. Gender is determined by sexual and reproductive organs, not what you look like. These people are just mentally screwed up cross-dressers. That child should be taken from the couple, and shown how he is a boy, and shown how life works the way it's supposed to be, naturally.

I had a discussion once with a man who was born with both bodyparts, though one was malformed. He was considered a man at birth, but it was easy to tell in speaking with him that it wasn't as simple as that.
