I usually go to just under the chin while doing seated presses and approximately the same spot when doing strict standing military. As the weights get heavier I do not go as deep but I always go below my nose.
Do whatever you are comfortable with, but touching your chest seems pretty deep to me.

I pretty much always go seated. And stop right eye level, ends up being slightly past 90 degrees

There was also a video on M&F by Chad Aichs, in which he recommended lowering the bar or dumbells to eye level. I tried to find it over there so I could post the link, but I couldn't find it.
By the way, Aichs' videos over there aren't bad. The current one is about squats, and therefore a must see.
