Forget the notion that the mind-muscle connection with 20 pound dumbbell shrugs is the key to traps size.
Go lift the heaviest thing in the gym that you can lift, and shrug it. If you can lift it, you can shrug it.

If you want more definition, achieve it by addition, not subtraction. Adding muscle can lower your bodyfat percentage, and make you look more defined.
Muscle addition also makes you look better at the same bodyfat levels. If you weigh 170 pounds at 20% bodyfat and gain 16 pounds of muscle and 4 pounds of fat, your bodyfat percentage will remain the same, but you will look fit, healthy, strong and (bam) more attractive.

Eat, train, and sleep until you've gone up two shirt sizes and had to buy new pants because your quads don't fit. Big and strong men don't fit in size S or M t shirts. Ever.
