You can not spot reduce. Though you will strengthen the triceps (and harden them), and given time with proper stimulation the triceps will grow, which will tend to pull in skin/flesh surrounding them; however, the flabby portion will remain unless fat tissue is lost. In
extreme cases (genetically dependent and especially with females) it doesn't go completely away--dependent on severity. Please note I stated extreme cases, you may not apply. As body fat drops, and muscle increases in size, the loose skin will try to bounce back. How much depends.
Are you presently over weight? What is your current physical disposition? How are you physically holding body fat? With females it can be a bit strange. No disrespect intended.
