I have this problem and there are two possible solutions that I have found to date:

1. Old Navy Loose Fit. These fit me well, but aren't baggy. If you want looser, go with carpenter jeans. Given a sale, I have gotten jeans here for as little at $15-19.

2. Lucky Brand Style 181, I think. It's a loose and relaxed fit and does well on a guy who squats. Downside is that these cost north of $125, which is why I have tried them on and never purchased.
