I have seen a lot of guys in my day with bad calves work hard and still have...bad calves.

If I had small calves I would attack them 2 ways:

1) High volume step ups or high volume hill climbs.
2) Heavy weight, low rep sets. Something like a 10x3 with 30 seconds rest.

One thing I wouldn't do is grind out set after set each year. I can't recall seeing anyone work their way into bigger calves with "normal" approaches.
