I had the same problem when I first started , then I took the advice given to me on this forum and worked hard at progressing on compound lifts .
For big arms use compunds such as the bench press,dips,close grip bench and the over head press for the triceps and for the biceps chin ups are king (rows are good too).
keep in mind the triceps are the key to big arms as they are twice as big as the biceps
