No. During power cleans the wrists are being turned over and the forearms are involved with the process so I would say it's normal.

As far as hitting the forearms, most exercises where you are gripping a barbell or dumbbells will help build forearms...from curls to deadlifts. You can also add in things like barbell static holds and the wrist roller (old school) if you feel they need a little extra work.
