II am no expert on the topic, but from my understanding it's hard to recruit maximum fibers (including IIB) if you never use heavy weight and explosive force. IIB have the greatest room for growth.
Type I fibers are always recruited first.
The body will not simply recruit all muscle fibers without a reason to do so.
All this fear over heavy weight and explosive lifts is a bit misguided. Now, back to my explosive barbell curls and shrugs, and my "poor" form
