You can really work shrugs with either back or shoulders. I get strong trap pumps from overhead presses, but I also get good trap work with deadlifts and back work.

If you are deadlifting and overhead pressing there's really no need to work them with additional sets more than once a week unless you really enjoy lifts like power shrugs.
