Most people take their own handler to the meet. You need someone to help you warm-up, wrap your knees, load bars in the warm-ups, fetch food, generally be at your beck and call. They can spot for you if you want as well. Most common place for you to see them is on bench. Dave handed off all of my benches to me but they can also be "in the hole" on squat so behind the lifter.

From my experience you really need someone with you who is happy to do everything you need for the day. When you're saving energy, you don't want to be wandering around looking for food or filling out paperwork. You just want to concentrate on lifting and the handler allows you to do that. I would think it was best to have a handler who's "in the game". I don't think other people would understand.
