Not sure why ANYONE would use this for shrugs, the bar is angled forward, and (for my height) rests 5" below my knee level.

I compare the weight/bar height ratio to that of a car dead lift rack, aside from the angled handle they are set up more or less the same.

oh that thing....yeah one of my old gyms had one of those and only thing I saw anybody ever use it for was shrugs

Really?? Most people at my gym use it for hip lock outs after a dead lift session, or the shorter guys use it for modified rack pulls...

Are you guys sure it isn't THIS one you're seeing and referring to? This is the HS Shrug Unit, specifically made forshrugs (notice it only has 2 weight pegs for plate addition, the Ground Base Dead Lift has 4 pegs).

Just saying I guess shorter guys might be able to shrugs on it BUT even then their hands are angled downward, so I wouldn't be surprised if it's this one you're seeing (they also make a standing HS Shrug Unit).

I've used the shrug unit, the weight feels different than this, like I said the 765lb felt like a 600lb pull, the 765lb on the shrugs unit would likely feel like 500lb or so...
