I'm weak off the bottom, ridiculous strong from the knees up. Thats leads me to a question. Should I replace high pulls for paused pulls with say 65-70 percent, train them explosive/accelerate all the way up?

Power shrugs always seem to help my pulling, especially the rack pull and shrugs variation.

yeah, you could take a weight in that range. pull it to just below sticking point. pause it, then explode it through. Typically the problem is that your body position is not the same as in the rack. so those explosive pulls should mimic your real position.
