Default Stretching legs on squat suit

Been having problems getting my new suit all of the way up. Measured tonight and I think I know why: suit = 23", quad = 27". Stretched it tonight with a football inflated to 27". Wet each leg and then inflated and left for an hour (see picture in next post). This has opened the legs up to 23.5". Question is how much more should I stretch it?
