I am under the impression that stimulants such as caffiene stimulate the CNS. And your CNS has a direct impact on your strength.
Therefore if your CNS is stimulated in theory you can be stronger or have the ability to do more reps.
This is what I've read and based on my personal experience I believe it.
I hope my explanation makes sense.

If I can play devil's advocate for a moment...

If you continue to take supplements to stimulate your CNS, would your ability to lift without them decrease? Would you begin to become reliant on them to perform at your best? If so, are you retarding your own development by taking them on a consistent long-term basis?

Thats why you cycle them if you use them a lot, or just use them as needed. Yes you can adapt a tolerance to them. Thus the stim junkies.

I very my amounts and don't take them on off days (cardio only days) and haven't build a tolerance yet.

Comes back to common sence.

That sounds reasonable.

I'm always a little suspicious of these products - I don't see how they are going to change your 1 rep max or anything, but I guess the mental aspect might come into play in terms of effort level.

I wonder if the CNS can be stimulated by other external factors (loud metal music, the presence of a hot chick nearby in the gym etc) enough to give a training response.

There are some pre-workouts, like Muscle Marinade, which really amp up my focus. This isn't a small change either. I notice a big focus swing. I tend towards pre-workouts like this instead of ones that are stimulant heavy.

With Muscle Marinade my focus is still insane 3 hours after my workout. I feel relaxed/calm and more mentally aware.

I like having that added focus heading into a workout.

This is a plus for me with K-Otic also. This is why there are so many formulas out there. Not the same one will work the same for all people. You need to trial and error to find the right one for your system and not just jump on one because every one else is.
Take and spend the money or get samples of a sup. Then take the time to run a test yourself and Then get the right one for you. You will save more money in the long run.

Honest answer.

And like the Sling Shot etc your ability to train without them may diminish if you use too much. In that case you would be reliant on them to do your best.
