Because drying the fruit removes water, so that the amount of sugar per unit mass is greater?

For example, companies may state 50% fat for the following and technically get away with it...
If you have a pack of butter it's 100% fat but place it in an equal mass of water and it's now 50% fat but in reality it's still 100% fat because water is just well, water which doesn't alter the fat content.
