Here's an irritating answer with more truth than I like.

As often as you need to.

If you're making good progress on your major lifts, if you are getting stronger, faster, whatever it is you are working towards, leave the routine alone. If you are feeling stalled for a while, change it some, but don't drop out the big movements. There should pretty well always be a squat, a pull, and a press unless you are working around an injury.

This is a pretty over-simplified answer, but its working for me right now. Now I'll step aside and let the big guns give you more detail.

Yup, when it stops working, or you lose so much interest and mental drive that it stops working. Gains can be had for awhile at the beginner stage by just tweaking small things. Paused bench instead of touch and go bench, change rep ranges slightly, deficit deadlifts, slightly different grip, on and on.
