Default Beginner Routine

Please help me come up with a beginner routine. I am 120 pounds, a male who is about 5'4" tall. I have never really worked out that much with weights but want to really build my arms and abs up. What are some good exercises for this?

Do you just want arms and abs, or do you want to build a big muscular phsique?

Would it be wrong of him to want to build bigger arms and abs? Would that make him look out of porportion?

Not at all, but he'll have to realize how limiting that kind of routine is. Not really going to make a big visual impact by just training arms and abs. But if that's what he wants...
