I've seen all sorts of measurements claimed for Arnold's arms, right from under 20" to a frankly incredible 23". There may be a couple of crucial variables: (a) off-season or dieted and (b) who was doing the measuring.
With regard to (b), it's not easy to get a consistent measurement. A slight change in the angle of the tape or the exact portion measured can make quite a difference.
Out of interest, these were my arms a few years ago. they were both hovering around 18" from memory, and I'm a dinky 5'7".
