Definition of POWERLIFTING
: A weightlifting competition in which participants compete in the squat, dead lift, and bench press.

One focuses on the building of muscle through progressive strength increases in conventional hypertrophy rep ranges. One focuses on progressive strength increases but requires the building of muscle as a base to maximize strength increases.

So, both require building a base of muscle and strength, in some form or fashion.

Bodybuilding you're judged on how you look. Powerlifting you're judge on how strong you are!... Pretty much.
