Depending on how strong a person is, depends on whether they can use the KBs that they're able to get hold of purely for strength. They get pricey which is one issue over a barbell.
For me, a 28kg KB goes a long way and I haven't started jerking it yet but hoping to. Understandably 28kg for some would be insignificant, so in that sense, yes, barbells would work better for strength.
Smalldon: Strength training with KBs is all about the rep range as with barbells; they're just weights albeit in a different form.
