Default Need ideas: Low(ish) carb, low budget, no dairy

Trying to slowly drop some weight from 270 to at least 260 between now and April, so I'm trying to keep macros around 25% carbs, 40% fat and 35% protein @ about 2800-3000 calories to start.

My doc told me to avoid dairy as much as possible because it's making my slew of other allergies even worse. So stuffing myself with yogurt, cheese and milk isn't an option.

For myself, my wife, our 7 year old and 2 year old, we try to keep our weekly grocery bill around $125 (including diapers, toilet paper, etc...).

I'm having a hard time coming up with cost effective ways to hit the numbers above. Seems like most cheap 'filler' foods are all of the higher carb variety.

Does anyone have any suggestions for cheap, low carb, non-dairy foods I can try out?

1. Pepperoni with Cheese sprinkled on top. (low Dairy) Fixes my pizza carving
2. Brownies with no Four. Replace Sugar with Splenda
3. Celery and Peanut Butter
4. Meat and Cheese roll ups.. (again not much dairy)
5. Nuts
6. Peanut Butter Protein Balls. These are good have made a few batches. I use Chocolate Whey in mine.

Try rice,summer squash,zucchini, ,they one inexpensive, the squash is lower carb and you can eat a little more.

Homemade Beef Jerky. If you have a Dehydrator it's not very hard at all. I made my own batch not long ago and it's better then any store bought crap.
