Default Bench press

This may be one of those redundant questions, especially if they alter the bench but I'm not sure they do or can.

Consider short females, more so, because even short males may have a long enough leg length to begin with.

Q) On the bench press, in a meet, if the feet have to be firmly planted on the floor (as in some Feds), how does someone go on that cannot reach the floor with their feet, due to the height of the bench?

Similarly, how do they go on, if they can barely reach the floor with the tips of their toes?

And as an extra, what is the height of the top of the bench, normally? If it's standardised, I mean.

You're allowed to use blocks to put your feet on.

I think standard bench height is 17 inches give or take half an inch.

No problem, I read the rule book from cover to cover and likely more than once before my first meet. Seems it stuck better than my recent revision attempts .
