the opposite of that is true. i suggest subscribing to Powerlifting USA and taking a look at all the lean people in the under superheaviweight classes.
1. they need to be within the weight boundaries of their weight class
2. they need to maximize lean mass and minimize fat % in order to maximize strength. this is part of why you see 148 lb. guys squatting near 400 lbs. or 165 lb. guys deadlifting in the high 500s.
