Interesting.

I have recently decided to shift my "main lifts" to around 8-10 reps (or so), which - for those lifts - is "high" for me.

I know, it's not really the same thing that he was talking about, and I ain't no powerlifter anyway (and pretty new to lifting besides), but still, high reps (in a different configuration) have also been working for me, it seems.

Anyway, to be honest, I thought low reps combined with high reps was standard issue for powerlifters. Is that not the case?
