Default Bad and good carbs

I don't understand the difference between bad carbs and good carbs. I know that sugar and processed flour aren't the best for you but when they are digested what is the difference between eating sugar and eating something like brown rice? Why is one considered a good carb and one considered a bad carb?

I don't understand what qualifies a carb as a good carb.
